One estimate from a pro-labor think tank, the Economic Policy Institute, puts the cost to employees at about $1.3 billion a year.
“This rule enables firms to avoid responsibility and liability,” said a statement from the EPI. “Weakening the joint-employer standard has serious adverse consequences for working people, such as depriving workers of the ability to bargain with the employer contracting for their services through an intermediary, who in most cases is the employer with ultimate control over wages, hours and working conditions.”

REPORT FINDS PART-TIME WORKERS PAID LESS PER HOUR: A report by the left-leaning Economic Policy Institute found that part time workers receive, on an hourly basis, 19.8 percent less pay than full-time workers in the same industries with similar educational backgrounds and experience.
This gap is larger for male part-time workers, relative to other men, than for women part-time workers relative to other women. Men are paid 25.8 percent less per hour than their full time male counterparts, while women part time workers are paid 15.9 percent less per hour than their full-time female counterparts. White part time workers receive 20.7 percent lower wages per hour, while that difference is 20.2 percent for African American workers and 14.2 percent for Hispanic workers.

“There’s a lot of turnover in a low wage labor market,” Heidi Shierholz, senior economist and director of policy at the left-leaning Economic Policy Institute (EPI), told Yahoo Finance. “So if we have an employment decline in a labor market like that, it doesn’t necessarily mean people are getting pink slips. You have people going in and out of jobs, so there are fewer jobs. It just means that people spend a little more time looking for jobs than they otherwise would have. But then when they do get the jobs, they make a lot more money.”
