To successfully drive down our case rate to less than one per 100,000 people per day, we should mandate sheltering in place for everyone but the truly essential workers. By that, we mean people must stay at home and leave only for essential reasons: food shopping and visits to doctors and pharmacies while wearing masks and washing hands frequently. According to the Economic Policy Institute, 39% of workers in the U.S. are in essential categories. The problem with the March-to-May lockdown was that it was not uniformly stringent across the country. For example, Minnesota deemed 78% of its workers essential. To be effective, the lockdown has to be as comprehensive and strict as possible.

The newest report from the Bureau of Labor Statistics shows that jobs are starting to come back, with 1.8 million jobs gained in July. Women gained 64.4 percent of those jobs, but still lag far behind their pre-pandemic employment levels. Long-term unemployment, people unemployed for three months or more, also spiked to its highest reading ever recorded. An analysis by the Economic Policy Institute shows that 8 percent of women have no reasonable chance of being called back to the workforce. That number is even higher for Black, Hispanic, and Asian women.

Research also noted that Black women are experiencing the largest setback. June 2020 unemployment figures indicated that Black women experienced a 14% unemployment rate, compared to a 10.3% unemployment rate among white women. According to the Economic Policy Institute, Black women and Black families are also at higher risk for COVID-19, because they comprise a larger percentage of front-line workers.
