In a new analysis, An Unmistakable Pattern, Director of Regulatory Policy Research Isaac Shapiro reviews two new government reports, one that evaluates the costs and benefits of all major regulations reviewed by the Office of Management and Budget over the past 10 years and one that focuses on the Clean Air Act Amendments of 1990.  In combination with an earlier OMB report assessing the costs and benefits of social regulations in place in 1999, the reports show that for several decades the benefits of regulations have significantly and consistently exceeded their costs.
