Creating Schedule G classification

On July 17, 2025, President Trump issued an executive order establishing a new employee classification in the federal government known as Schedule G. The new classification would expand the number of non-career employees in policy-making or policy-advocating roles. Similar to the already-existing classification of Schedule C political appointments, individuals appointed through Schedule G would not need Senate confirmation and would lapse at the end of a presidential administration. However, Schedule G would allow for political appointments in an even broader policy-making and/or policy-advocating capacity.  In a fact sheet describing the new classification, the Trump administration said Schedule G would increase the “horsepower” of agencies to implement Trump’s policy agenda. It is not immediately apparent why this new classification would be needed. But Schedule G would open up the opportunity for Trump to create more senior roles and senior pay levels in the federal government without the need for Senate confirmation.
