Notes: Amounts are nominal and have not been adjusted for inflation. The annual wage rate based on an annualized Adverse Effect Wage Rate (AEWR), shown in the fifth column, is calculated by taking the 2026 hourly AEWR for Skill Level 1 and multiplying it by 40 hours per week and 52 weeks, and then subtracting the hourly housing deduction after multiplying it by 40 hours per week and 52 weeks. For California, New York, and North Carolina, the higher hourly state minimum wage rates that will be in effect in 2026 were used instead of the AEWR Skill Level 1 wage. Estimates assume that employers will be permitted to subtract the housing deduction in states where the state minimum wage sets the AEWR.
