Executive order on “Hiring Freeze”

Update: On July 7, Trump issued an extension of the federal hiring freeze for another three months, until October 15, 2025. The hiring freeze had previously been extended to expire on July 15. The hiring freeze does not apply to military hiring and recruitment, or to civilian positions dealing with immigration enforcement or other specific issues. A continued freeze in federal hiring will leave critical public service positions unfilled.

On January 20, 2025, President Trump issued an executive order that freezes hiring of the federal civilian employees. The executive order directs the Office of Management and Budget (OMB), in consultation with the Office of Personnel Management (OPM) and the United States DOGE Service (USDS), to submit a plan to reduce the size of the federal workforce within 90 days. Further, the executive order puts an indefinite hiring freeze on the Internal Revenue Service or until the Secretary of Treasury, in consultation with OMB, OPM and USDA, deems it of national interest to lift the freeze.
