Although the health care reform debate has just begun, already a major point of
disagreement is the effect of the Clinton Administration proposal on employment. The Clinton plan requires all employers to pay at least 80 percent of the average premium cost for each worker and a prorated amount for each part-time worker, with subsidies for small firms and caps on total costs for all firms. Some people, particularly members of the small business community, argue that these mandates will raise labor costs and result in significant job losses.
