Last week, President Obama called for a five-year freeze in non-security discretionary spending, a proposal he will detail in his budget request in mid-February. In an analysis, EPI Policy Analyst Ethan Pollack argues that the proposed freeze represents a missed opportunity, and that now is the time to boost spending to create jobs.
