Note: The bars reflect test score gains from 2003 to 2011 averaged across reading and math for both fourth and eighth grades. The 10 large, urban districts shown are those participating in the NAEP Trial Urban District Assessment (TUDA) in 2003. TUDA uses NAEP scores from a representative sample of students in large, urban districts with high proportions of low-income and minority students. TUDA began in 2002 with six districts and had 21 as of 2011.
