Principles for governmental action in a broadband world

This report argues that the next generation of communication policy should include the encouragement of investment in broadband networks that will raise productivity, provide greater opportunities for a well-educated workforce, and boost GDP.  Sallet proposes four principles of government action that he hopes will "stimulate the correct first questions that should govern the age in which true broadband connectivity is busy being born."
