Composition of federal investment in 1999

The chart below illustrates the composition of federal public investment outlays for fiscal year 1999. Spending is almost evenly divided — 51% is dedicated to general grants to state and local governments (which are then disbursed according to the respective discretionary needs of the affected localities) and 49% is for direct spending on programs administered by the federal government.

For 1999, 21% of total federal resources went to state and local governments for education, and 30% more went to states for spending on physical capital. Direct federal spending for physical capital included water and power projects (3%), other construction (6%), equipment (5%), research and development (22%), and education and training (13%).
